Mike Green

Director General, Infrastructure
Ministry of Defence

Mike Green was appointed the Chief Executive for Defence Infrastructure Organisation in April 2022.

Prior to this, he was Director General and Chief Operating Officer (COO) at the Department for Education (DfE), leading the Operations Group. As COO, he was a member of the DfE Board, Audit and Risk Committee and the department’s Leadership Team.

Mike joined DfE in 2012, his previous roles include:

  • Director of Commercial, DfE
  • Director of Capital, DfE
  • Departmental lead for the response to Grenfell

Mike is a graduate of the Major Projects Leadership Academy (MPLA) at Saïd Business School, Oxford University. Before joining the Civil Service, he was a Civil Engineer and spent his career in the private sector working for companies such as Boots.

Rupert Pearce

National Armaments Director (NAD), Ministry of Defence

Rupert Pearce is the UK’s National Armaments Director (NAD) and a member of the Defence Board, as a 4*/Permanent Secretary grade civil servant.

With over 40 years of experience, Rupert has built a distinguished career across law, technology, telecommunications, energy, and venture capital, excelling as a CEO, chairman, and venture partner with a proven ability to drive growth, innovation, and transformation in global, high-growth industries.

From 2012 to 2021, Rupert was CEO of Inmarsat plc, a FTSE 100 leader in mobile satellite communications. During his tenure, he launched 6 satellites, developed the pioneering Global Xpress broadband network, and established market-leading business units in aviation, maritime, defence, and government sectors. He also led Inmarsat’s transition to private ownership in one of the largest take-private deals on the London Stock Exchange.

Rupert began his career as a corporate lawyer, becoming an equity partner at Linklaters, where he specialised in corporate finance, M&A, and private equity. He has also advised technology companies and venture capital firms as a chairman and venture partner.

An Oxford graduate with a First-Class degree in Modern History, Rupert is a published author and has contributed to numerous government and industry initiatives, reflecting his commitment to leadership and innovation.

Rebecca Jones

Conference Chair

Infrastructure Strategy and Policy, Ministry of Defence

Rebecca leads on infrastructure strategy and policy in the Ministry of Defence. Her team has responsibilities for any policy that impacts Defence’s infrastructure and property–whether that policy is to do with Defence’s people, the environment, energy, or the use of land. She also works with NATO on infrastructure–both the NATO Security Investment Programme and the development of resilience concepts. Rebecca joined Defence after a decade in industry, including with Procter & Gamble and Amazon.
